PLUS Expands ANPR Toll System to Penang Bridge with Resident Discounts

PLUS Malaysia has officially expanded its JustGo automatic number plate recognition (ANPR) toll payment system to the Penang Bridge, marking the final integration of the company’s alternative digital payment network across the North-South Expressway (NSE).

The implementation follows a phased rollout that began in January 2026, which initially focused on the Hutan Kampung to Sungai Dua stretch. According to the original publisher, the system operates by using high-resolution cameras to scan a vehicle’s number plate as it passes through a toll plaza, charging the linked bank card automatically. This process mirrors the convenience of modern smart parking systems found in shopping malls, allowing drivers to utilize any available lane.

Beyond the logistical shift, PLUS has introduced a financial incentive for residents of Penang. Those who register their vehicles on the JustGo mobile application will be eligible for a 20% discount on tolls specifically for the Penang Bridge. The application is currently available for download on the Apple App Store, Google Play, and the Huawei AppGallery. To activate the service, users must register an account, link their vehicle’s number plate, and attach a valid bank card for automated deductions.

The journey toward this full integration has been methodical. Following the initial pilot covering 87.7 km, the system expanded in June to include the northernmost toll plaza in Jitra and the Butterworth-Kulim Expressway. By July, the network grew further to incorporate the southern route, including the Kempas toll plaza and key points on the Malaysia-Singapore Second Link (Linkedua). With the Penang Bridge now included, the concessionaire has successfully unified its digital payment footprint.

For the Malaysian commuter, this development represents a significant step toward a more seamless, barrier-free travel experience. In an economic environment where headline inflation is steady at 1.9% as of August 2026, the 20% discount on bridge tolls serves as a tangible relief for daily earners and SMEs who rely on the bridge for business operations.
